The first book to present the work of the Council of Europe to practising teachers in a comprehensible and accessible manner


The work of the Council of Europe in plurilingual and intercultural education is highly influential in Europe and beyond and has been so for many years. The Common European Framework of Reference and its Companion Volume, and related instruments, provide ways in which to implement policies and a broader vision of providing quality and equity in education across the curriculum, a vision which incorporates the core values of the Council of Europe and which educates children and young people to be plurilingual, intercultural and democratic citizens. This book presents this educational vision, demonstrates how it can be realised through the application of Council of Europe instruments in practice, and does so in a way which is easily and quickly accessible to teachers of all subjects and in all educational institutions, as well as to other educationists, including policymakers.

Contributors
Nathalie Auger is Full Professor at University Paul-Valéry Montpellier 3, France. Her principal research interests focus on the inclusion of multilingualism in classrooms as a resource for teaching and learning, in particular in the case of migrant and Roma students. She has written a dozen books on the subject (most recently Multilingualism and Education , Cambridge University Press, 2022, with Gail Prasad and Emmanuelle Le Pichon), and has created various websites (SIRIUS, MALEDIVE, LISTIAC) connected to European and Canadian funded projects. She is currently an expert for the European Centre for Modern Languages (Council of Europe), the European Commission and the High Council of Languages at The French Ministry of Education.
Martyn Barrett is Emeritus Professor of Psychology at the University of Surrey, UK. His research examines the development of intercultural, democratic and global competence, and young people’s political and civic engagement and global citizenship. He works as a lead expert for the Education Department of the Council of Europe, where he helped to develop the Reference Framework of Competences for Democratic Culture and the Autobiography of Intercultural Encounters . He also contributed to the development of the conceptual framework and assessments of global competence that were used in the OECD’s Programme for International Student Assessment (PISA) in 2018. Diana-Maria Beldiman is a History and English teacher at two prestigious public schools in Bucharest: Scoala Centrala National College and Petre Ispirescu Secondary School. She holds a PhD in History, an MA in Cultural Heritage and another in Didactics of Philological Subjects. She is interested in identifying new approaches to teaching Languages and History and is carrying out research in Didactics. The results of her work have been published in volumes and articles.
Claudia Borghetti has been Research Fellow in Language Learning and Teaching at the University of Bologna since 2017. She researches intercultural language education, study abroad and multilingualism, teaching L2 Italian, and (academic) writing. Between 2012 and 2015, she was project manager of the European project IEREST (Intercultural Education Resources for Erasmus Students and their Teachers). She has been involved in other international projects focusing on intercultural language education and internationalisation in higher education. Claudia is a member of the management committee of the International Association for Languages and Intercultural Communication (IALIC). Michael Byram is Professor Emeritus at Durham University (UK) and Guest Research Professor at Sofia University, Bulgaria. He studied Languages at King’s College, Cambridge, including a PhD in Danish literature, and then taught French and German in secondary and adult education. From 1980, at Durham University, he was involved in teacher training and research on languages and education. He contributed to Council of Europe workshops in the 1990s and in the 2000s he was Adviser to the Council of Europe Language Policy Division. He then became a member of the working group which produced the Council of Europe’s Reference Framework of Competences for Democratic Culture .
Cecilie Hamnes Carlsen is Professor in Second Language Acquisition at Western Norway University of Applied Sciences. She holds a PhD in language testing and has worked on the development and validation of language tests for adult migrants from 1997 to 2017. Her current research interest relates to the use and misuse of language tests in the migration context, in the labour market and in education, with a particular focus on the impact of language tests on low-literate adult migrants. She is an expert member of ALTE, member of the ALTE Standing Committee and co-chair of the ALTE LAMI project group and the ALTE Social Justice discussion group.
Marisa Cavalli is a teacher-researcher at the former Regional Institute for Educational Research (IRRE) for the Aosta Valley in Italy, and a consultant to the European Centre for Modern Languages of the Council of Europe. She has taken part in activities and projects of the former Language Policy Division (later the Language Policy Unit) of the Council of Europe, notably in the project ‘Language in Education – Language for Education’ and in three Language Education Policy Profiles. Her field of work is bi-/plurilingual education in relation to the construction of knowledge in the context of policies seeking to preserve minority languages.
