 Educator Evaluation System Standards Introduction “Improving achievement requires recruitment of talented teachers and principals and stronger instructional practices, which in turn are driven by strategic talent management.  Strategic talent management involves the practices of recruiting, developing, rewarding and retaining talented and demonstrably successful staff in school districts.” (Strategic Management of Human Capital, 2008)  The Rhode Island Department of Education has reviewed recommendations from the Consortium for Policy Research in Education, which was launched with a focus on identifying strategies, policies, and practices to “attract, deploy, develop, incentivize, and retain top teaching, leadership and management talent,” and from the Rhode Island Urban Education Task Force, which has recommended the development and implementation of a statewide educator performance management system to improve educator quality.  Anticipating the development of a performance management system that addresses the human capital cycle of acquisition through development, deployment, and advancement to accountability and exit, RIDE recognizes the need to provide leadership to its districts to assure the high quality educator evaluation that is at the core of the performance management system.  Establishing parameters for evaluation systems that are at the basis for the development, deployment ...

Introduction
“Improvingachievementrequiresrecruitmentoftalentedteachersandprincipalsandstrongerinstructionalpractices,whichinturnaredrivenbystrategictalentmanagement.Strategictalentmanagementinvolvesthepracticesofrecruiting,developing,rewardingandretainingtalentedanddemonstrablysuccessfulstaffinschooldistricts.”(StrategicManagementofHumanCapital,2008)TheRhodeIslandDepartmentofEducationhasreviewedrecommendationsfromtheConsortiumforPolicyResearchinEducation,whichwaslaunchedwithafocusonidentifyingstrategies,policies,andpracticesto“attract,deploy,develop,incentivize,andretaintopteaching,leadershipandmanagementtalent,”andfromtheRhodeIslandUrbanEducationTaskForce,whichhasrecommendedthedevelopmentandimplementationofastatewideeducatorperformancemanagementsystemtoimproveeducatorquality.Anticipatingthedevelopmentofaperformancemanagementsystemthataddressesthehumancapitalcycleofacquisitionthroughdevelopment,deployment,andadvancementtoaccountabilityandexit,RIDErecognizestheneedtoprovideleadershiptoitsdistrictstoassurethehighqualityeducatorevaluationthatisatthecoreoftheperformancemanagementsystem.Establishingparametersforevaluationsystemsthatareatthebasisforthedevelopment,deployment,andadvancementstageofthemodelbeginswiththedevelopmentofstandardsfordistrictbasededucatorevaluationsystems.Thisdocumentpresentsasetofsixdraftstandardsthatdescribeahighqualitysystem.Thedraftstandardsidentifyexpectationsforalldistricts.RIDEwilldeveloprecommendationsforhowtosupportdistrictsastheybegintoimplementthesestandardsandprocessesthatwillleadtohowlocalsystemswillbereviewedforcompliancewiththestandards.Itisimportanttorememberthateducatorevaluationisonlyoneelementofaneducatorperformancemanagementsystem,butitrepresentsacriticalstartingpoint.ThesixstandardsthatcomprisetheEducatorEvaluationSystemStandardswerecraftedtosupporttheworkof1 schooldistrictstoassureeducatorqualitythroughacomprehensivedistricteducatorevaluationsystemthat:establishesacommonunderstandingofexpectationsforeducatorqualitywithinthedistrict;emphasizestheprofessionalgrowthandcontinuousimprovementofindividualeducators;createsanorganizationalapproachtothecollectiveprofessionalgrowthandcontinuousimprovementofgroupsofeducatorstosupportdistrictgoals;providesqualityassurancefortheperformanceofalldistricteducators;assuresfair,accurate,andconsistentevaluations;andprovidesdistricteducatorsaroleinguidingtheongoingsystemdevelopmentinresponsetosystematicfeedbackandchangingdistrictneeds.

Standard1:Districtevaluationsystemsestablishacommonvisionofeducatorqualitywithinadistrictthroughclearlycommunicatedevaluationprocessesthatbuilduponprofessionalstandards,emphasizeprofessionalpractice,impactonstudentlearning,demonstrationofprofessionalresponsibilities,andcontentknowledge,andsupportdistrictinitiatives.1. Districtadministrators,teachers,andsupportprofessionalsdevelopandsustainacommonunderstandingofexpectationsforeducatorqualitythroughadetailedsystemforeducatorevaluationthatclearlycommunicatesthepurposes,proceduresandpoliciesforevaluation,acceptablelevelsofperformanceforindividualeducatorsandgroupsofeducators,andthewaysinwhichevaluationinformationwillbecollectedandused.2. Educatorevaluationbuildsupontheprofessionalstandardsappropriatetotheeducator’srolewithinthedistrict.TeacherevaluationbuildsupontheRhodeIslandProfessionalTeachingStandards.AdministratorevaluationbuildsupontheRhodeIslandStandardsforEducationalLeadership.2 SupportProfessionalevaluationbuildsupontheprofessionalstandardsforthesepositions .Whenaneducator’sspecificresponsibilitiesaremoreappropriatelymeasuredbythestandardsforadifferentrolecategoryadistrictmayelecttoevaluatethateducatorusingthemore3 appropriatestandardsandevaluationinstruments .3. Educatorevaluationemphasizestheprofessionalpractice,impactonstudentlearning,demonstrationofprofessionalresponsibilities,andrequisitecontentknowledgeforallRhodeIslandEducators.Teacherevaluationincludesevidenceofqualityofinstruction,ofstudentlearning,ofprofessionalresponsibilities,andofsubjectmatterknowledge.Administratorevaluationincludesevidenceofqualityofinstructionalleadershipandmanagement,ofstudentlearning,ofprofessionalresponsibilities,andofthecontentknowledgeofthefield.SupportProfessionalevaluationincludesevidenceofqualityofprogramplanninganddeliveryofservice,ofconsultationandcollaboration,ofstudentlearning,ofprofessionalresponsibilities,andofthecontentknowledgeoftheareaofprofessionalspecialization.4. Educatorevaluationisintegratedwithandsupportiveofdistrictinitiativesandthedistrict’sstrategicplan.Thedistrictanditsschoolsintegrateobjectivesthatsupporttheachievementofdistrictinitiatives,schoolimprovementplans,anddistrictplansintotheevaluationsysteminwaysthatassurethattheevaluationofdistricteducatorssupportstheattainmentoftheseobjectives.
2 TheBoardofRegentshasnotadoptedspecificstandardsforSupportProfessionals.Districtsshouldbuildontheappropriateprofessionalstandardsforeducatorsworkingintheseroles.3 Forexamplealibrarymediaspecialist(ateachercertificate)whoseresponsibilitiesinonedistrictmaybemorecomparabletorunningaprogram,similartoasupportprofessional.Inthatsituationsupportprofessionalstandardsandevaluationinstrumentsmaybemoreapplicablethanteacherstandardsandevaluationinstruments.

Standard2:Districtevaluationsystemsemphasizetheprofessionalgrowthandcontinuousimprovementofindividualeducators’professionalpracticetoenhancestudentperformance.1. Educatorevaluationsystemsestablishacyclicalprocessthatincludesthecollectionandanalysisofinformationaboutaneducator’sperformance,theestablishmentofindividualgoalsforprofessionaldevelopmentbasedontheanalysis,andtheimprovementofperformanceasaresultofthatprofessionaldevelopment.2. Educatorevaluationsystemsassurethatalleducatorsreceivedetailedfeedbackontheirperformanceandrecommendationsforprofessionalgrowth.3. Educatorevaluationsystemscreateexpectationsthateducatorsanalyzetheirownprofessionalpractice,4 conferwithsupervisorsabouttheirperformanceanduserecommendationsforprofessionalgrowthindevelopingprofessionaldevelopmentgoals.4. Educatorevaluationsystemscollectandanalyzedataaboutindividualprofessionaldevelopmentneedsandidentifypatternswithinschoolsandacrossthedistricttoinformthedevelopmentofacoherentdistrictstaffdevelopmentplan.Standard3:Districtevaluationsystemscreateanorganizationalapproachtothecollectiveprofessionalgrowthandcontinuousimprovementofgroupsofeducators’(e.g.,departments,teams,programs,schools)professionalpracticetoenhancestudentperformance.1. Evaluationsystemsestablishacyclicalprocesstocollectandanalyzedataonthecollectiveeffectivenessofgroupsofeducators(e.g.,departments,teams,programs,schools,districts)andusethedatatoestablishcommongoalsforprofessionaldevelopmentbasedontheanalysisandtoimproveperformanceasaresultofthatprofessionaldevelopment.2. Educatorevaluationsystemscollectandanalyzedataaboutcollectiveprofessionaldevelopmentneedsofgroupsofeducatorsandidentifypatternsacrossdepartments,teams,programs,schoolsandthedistricttoinformthedevelopmentofacoherentdistrictstaffdevelopmentplan.3. Evaluationsystemsincludeaprocesstoidentifyindividualandgroupsofdistricteducatorswhodemonstrateexemplaryprofessionalpractice,impactonstudentlearning,and/orprofessionalresponsibilitiesandwhocontributeinmeasurablewaystodistrictimprovement.Thedistrictidentifieswaystorecognizeandcapitalizeontheirtalentsthroughdifferentiatedrolesandresponsibilities,formalrecognition,and/orotherincentives.
4 Ataminimum,supervisorsmustbeinvolvedintheprocess,howeverdistrictscandesignsystemsthatinvolveothers(e.g.,peers,parentsorguardians,individualswithspecificexpertise)intheprocessifthatmeetsdistrictgoals.

Standard4:Districtevaluationsystemsprovidequalityassuranceofalldistricteducatorsanddifferentiateevaluationprocessesbaseduponlevelofexperience,jobassignment,andinformationfrompriorevaluations.1. Alldistricteducatorsareevaluatedatleastannually;howeverduetothecyclicalnatureoftheevaluationthespecificproceduresmayvarybasedoneducatorexperience,assignment,andtheoutcomeofpriorevaluations.2. Evaluationsystemsdifferentiateproceduresbasedonthelevelofaneducator’sexperience.Educatorswhoarenewtotheprofession,newtothedistrict,orwhoarenewtoarolecategoryareprovidedwithintensivesupportandevaluationinwaysthatassurethattheymeetexpectationsforeducatorqualitywithinthedistrict.Educatorswhochangeassignmentswithinarolecategoryaresupportedandevaluatedbaseduponadistrictdevelopedtransitionplanthatisdesignedtoaddressthenewknowledgeandskillsrequiredbythechangeinposition,professionaldevelopmentneedsidentifiedfrompriorevaluations,andcontextualreasons(e.g.,districtneed,involuntarytransfer)forthemove.Educatorswhoremaininthesameassignmentandconsistentlydemonstratethattheymeetexpectationsforeducatorqualitywithinthedistrictareevaluatedinwaysthatmonitorcontinuedqualityofperformanceandemphasizeprofessionalgrowth.3. Evaluationsystemsidentifyalleducatorswhodonotmeetexpectationsforeducatorqualitywithinthedistrictandprovidethemwithintensivesupportandevaluationspecificallydesignedtoimprovetheirperformance.Thedistrictidentifiesateamtoworkwitheacheducatortodevelopanimprovementplanwithtargetedsupportandinterventiondesignedtohelptheeducatormeetthedistrict’sexpectationsforeducatorquality.Theimprovementplanincludesclearlyarticulatedobjectives,benchmarks,andtimelinestoimproveperformancetoanacceptablelevel.Thedistrictidentifiespersonnelactionsthatwillresultwhentheeducatormeetsorfailstomeettheexpectations.4. Evaluationsystemsaredesignedtoprovideobjectiveinformationtosupportmeaningfulrenewalandtenuredecisions.

Standard5:Districtevaluationsystemsassurefair,accurate,andconsistentassessmentofeducatorperformance.1. Theevaluationsystemistransparenttoalleducators.Thepurpose,criteria,instruments,procedures,andexpectationsforacceptablelevelsofperformanceareclearlycommunicatedtoeducatorsthroughhandbooks.Districtssupporteducatorsindevelopingathoroughunderstandingoftheevaluationsystem.2. Theevaluationsystemdemonstratesthevalidityofevaluationdecisionsbyassuringastrongconnectionbetweentheevaluationinstrumentsandprofessionalstandardsandeducatorrolesandresponsibilities.3. Evaluationsystemsincorporateappropriateevaluationinstruments,includingataminimum,observationsoftheeducator’spractice,evidenceofstudentlearningoutcomes,anddemonstrationsofprofessionalresponsibilities.4. Evaluationsystemsseekinformationfromstudents,parentsandguardians,colleagues,andsupervisors,toinformaneducator’sevaluationandprofessionaldevelopment.Evaluationsystemsuseavarietyofmethodologiesthatincorporatedifferenttypesofevidencetoaddresstherangeofexpectationsidentifiedintheappropriateprofessionalstandardsandusemultiplemeasures,toprovideathoroughassessmentoftheeducator’sperformance.5. Evaluatorsareselected,trained,andretainedbasedontheirabilitytomakevalidandaccuratejudgments.Evaluatorsareselectedbasedupontheirdepthofknowledgeandtheirdemonstratedexpertiseandareassignedbaseduponthesubjectmatterknowledge,gradelevelexperience,andotherrequisiteexperiencerequiredtoaccuratelyusespecificevaluationinstruments.Evaluatorsaretrainedintheimplementationofthedistrict’sevaluationinstruments,demonstratetheirabilitytomakeconsistentjudgments,andarereviewedonaregularbasistoverifytheycontinuetomakeaccuratejudgments.6. Theevaluationsystemprovidessafeguardsagainstpossiblesourcesofbiastoensurevalidassessments.Districtsreviewevaluationinstrumentsforpossiblesourcesofbiasinthedesignprocessandmonitorimplementationresultsforpossibleinappropriateadverseimpact.Evaluatorsraiseexistingorpotentialconflictsofinterestsotheycanbeaddressed.Theevaluationsystemprovidesproceduralsafeguards(e.g.,appeals)toensuretheintegrityofthesystem.

Standard6:Districtevaluationsystemsareanintegralpartofthedistricthumancapitalmanagementsystemandaresupportedbydistricteducatorswhoregularlyreviewandrevisethesysteminresponsetosystematicfeedbackandchangingdistrictneeds.1. DistrictsestablishandsupportaDistrictEvaluationCommitteethatincludesteachers,supportprofessionals,administrators,andunionrepresentativesandmayincludeotherswhobringaddedperspectiveorexpertise.TheCommitteereviewstheeffectivenessoftheevaluationsystem,thevalidityandutilityofthedataproducedbythesystem,thefairness,accuracy,andconsistencyofdecisionsmade,andthecurrencyofthesystem.TheCommitteeusestheinformationfromtheanalysistomakerecommendationsforrevisionstothesystem.2. TheDistrictEvaluationCommitteecommunicatesdatafromtheevaluationsystemtodistrictpersonnelresponsibleforstrategicplanningandprofessionaldevelopmenttoworkcollaborativelytowardsacoherentapproachtoeducatorquality,professionaldevelopmentandcontinuousorganizationalimprovement.3. TheDistrictEvaluationCommitteeworkswithdistrictleadershiptoassuretheresourcesoftime,financialsupport,andevaluationexpertisenecessarytomaintainthequalityoftheevaluationsystem.4. ThedistrictisresponsibleformeetingtheRhodeIslandDepartmentofEducation’sreportingrequirementsforassuringthequalityofeducatorevaluation.
